The storm also produced heavy rainfall with some areas seeing 2 to almost 3 inches of rain. There was a significant amount of snow on the ground across parts of central NY and northeast PA due to a storm on December 16-17. These conditions produced a significant amount of snow melt. A strong storm system moved over the area producing warm temperatures, high humidity and strong winds.
